Strategic Preconstruction

Your project needs a strategy before it needs another submission.

Most projects don't stall from bad luck. They stall because nobody mapped the approval path before submitting.

LA Expedite handles the work that happens before construction, from feasibility and land use through architecture, engineering coordination, permitting, plan check and final permit.

Need the full team? Our One-Stop Preconstruction Hub includes architectural, structural, civil, project management and expediting.

Already have an architect, engineer or expediter you want to keep? We can work with them too.

Blueprint to Success™ defines the strategy. Path to Build™ carries it through final permit.

How to Lose a Million Dollars in LA Without Building Anything

Meet Jenifer Carvalho on the Keynote Stage

At this year's Los Angeles Build Expo, Jenifer Carvalho, Founder & CEO of LA Expedite, takes the keynote stage with "How to Lose a Million Dollars in LA Without Building Anything."

The session explores how costly mistakes can happen long before construction begins, from zoning assumptions and unresolved violations to poor due diligence, permit delays, and pre-construction decisions that can put an entire project at risk.

A keynote is one of the event's most important moments, bringing developers, contractors, architects, engineers, owners, and industry decision-makers together in one room.

The Most Expensive Dirt in LA

A residential-focused session for owners, developers, and project teams working with hillside, coastal, historic, multifamily, ADU, and fire-rebuild properties. Jenifer will break down how zoning, grading, access, RFA, site conditions, and agency requirements can change what a property is really capable of supporting before design moves too far.

Your Business Is Ready to Open. Your Building Isn't

A commercial session for business owners, contractors, and developers navigating tenant improvements, change of use, occupancy, accessibility, fire and life safety, health approvals, signage, and permit sequencing. Jenifer will show how the right pre-construction strategy can help identify hidden requirements before they delay opening day.

The Problem

The plan check process is usually where the problem shows up. It isn't always where the problem started.

Then the project starts reacting.

More meetings. More revisions. More consultant work. More time spent trying to figure out what happens next.

That is the problem Strategic Preconstruction is designed to solve.

Delays aren't accidental. They are the product of poor planning and no strategy.

Plans and site documentation laid out before construction begins
A zoning issue gets discovered after design.
An agency requirement appears after consultants have already started.
One consultant makes a decision that affects another consultant's work.
Plans are submitted before the approval path is clear.
What Strategic Preconstruction Means

Strategy first. Then execution.

Strategic Preconstruction means figuring out the project before asking everyone to execute it.

01What can be built?
02What approvals are required?
03Which agencies are involved?
04What consultants are actually needed?
05What decisions affect cost, design or schedule?
06What needs to happen first?
07What could stop the project later?

We answer those questions before they become correction comments, redesigns or field problems.

That strategy becomes the roadmap for the project.

Hillside and coastal projects carry some of the toughest approval paths in Los Angeles. The strategy has to account for them from day one.

Our Proven Methodology

This is the cheapest point in the process to get the strategy right.

Every decision made before a plan is submitted is inexpensive to change. Every decision made after is not. Our methodology exists to make sure your strategy is locked in while it still costs nothing to get right.

Professionals reviewing architectural plans together

Blueprint to Success™ defines feasibility, planning and coordination while every decision is still inexpensive to change.

01 · Project Intake

We learn your goals, review your plans, and define the best path forward. This is where we catch what a plan set alone won't show you — a zoning constraint, a code conflict, a sequencing issue — while it's still a conversation, not a resubmittal.

02 · Strategy & Planning

We build a tailored preconstruction strategy and map the required approvals. Every approval path is planned before it's needed, so you're never discovering a requirement mid-process, when it's expensive to accommodate.

03 · Submittal & Coordination

We prepare, submit, and coordinate the agency response. Because the strategy was set upstream, your submittal goes in built to move — not built to be sent back.

04 · Review & Follow-Up

We track, follow up, and address comments to keep your project moving. When comments do come back, they're the kind you plan for, not the kind that stall a project for months.

05 · Approval & Delivery

We secure approvals and deliver a build-ready path so you can break ground with confidence. You reach groundbreaking with the plan you wanted — not a compromised version of it forced by problems solved too late.

One team. One process. One point of accountability, from the first conversation to the permit in hand — so the strategy stays right the entire way through.
Two Ways to Work With Us

We can be your team. Or we can lead the one you have.

Not every client needs the same thing.

Some need one place to handle the entire preconstruction team. Others already have an architect, engineers and contractor.

LA Expedite works both ways.

Need the team?

Use the One-Stop Preconstruction Hub.

LA Expedite can build the preconstruction team around the project.

Depending on the project, that can include architecture, engineering, land use, planning, permitting, agency coordination, plan check management and project management.

Already have your team?

Keep them.

We can work with the architect, engineers, contractor and consultants you already have.

LA Expedite brings the strategy, the system and the permitting work — your professionals connect into it.

One-Stop Hub

One roof instead of five different vendors.

Hiring multiple professionals is not necessarily the problem.

The problem is what happens when nobody owns the strategy behind their work.

One decision can move through the entire project. The One-Stop Preconstruction Hub gives those moving parts one strategy and one point of coordination.

Architects, engineers and project managers collaborating around project plans

One team coordinating architecture, engineering, permitting and project management around a single strategy.

Architecture affects engineering.
Engineering affects design.
Land use affects what can be submitted.
Agency requirements affect drawings.
Plan check comments affect consultants.

Who We Serve

Different projects. The same planning problem.

A high-quality residential project in Los Angeles

Building or changing your home?

Custom homes, additions, major remodels, ADUs, hillside projects and other residential work can involve far more than drawings. We help determine the path before the project gets buried in revisions and approvals.

For homeowners
A business space being opened or changed in Los Angeles

Opening or changing a business space?

A signed lease and a good design do not mean the space is ready to permit. Use, occupancy, Planning, Building, accessibility, Fire, Health and other requirements can affect the project before construction begins. We help map that path.

For business owners
An ADU project on a Los Angeles residential lot

Planning an ADU on your property?

ADUs follow their own state and city rules, from setbacks and parking to a separate permit sequence. We map the approvals path for your lot so the project starts with a clear plan.

Discover ADU
Multiple construction projects being coordinated across a portfolio

Managing more projects than your team can chase?

When multiple projects are moving at once, corrections, consultants, agency requirements and approvals become an operating problem. LA Expedite can plug into the team and manage the preconstruction path across the portfolio.

For contractors + developers
Business Owners

Signing the lease is not the same as knowing the space can open.

Restaurants, retail spaces, offices and other commercial projects can trigger requirements that are easy to miss when everyone is focused on design and construction.

01

A change in use can change the approval path.

02

A layout decision can affect accessibility.

03

An operational decision can affect agency review.

The right time to identify those issues is before the project has already committed to the wrong path. Strategic Preconstruction maps the requirements first.

The Difference is the Outcome

A strategic process today prevents costly delays tomorrow.

Founder

I started this company because I saw what happens when nobody owns the process.

I was 19 when I watched a client break down during a permit problem.

There were professionals involved. There were drawings. There was a project. What was missing was someone who could explain what was happening and what needed to happen next.

That stayed with me.

Over time, I realized the permit itself was rarely the whole problem. The decisions made before the permit were often what determined what happened during review.

That became the foundation for how we work today. We investigate first. We map the path. Then we execute it. That is Strategic Preconstruction.
